Using those shims you can change the steering lock (see picture from the manual of the X4 2025 in the gallery).

 

The steering lock changes as followed:

no Shim: 29° 
7.0mm: 28° 
7.5mm: 26°
8.0mm: 24°
8.5mm: 22°
9.0mm: 20°

 

The shims have an inner diameter of 3mm and are 2mm thick.
